CPU fan going slow at 60*c and causes to restart

Not sure if this is the right place to post this but anyways, my pc kept restarting so I took it to get repaired and they replaced the graphics card, and when I took my pc to home and started it I noticed that it was really quiet compared to what it was before I took it to get repaired. The fans are spinning way below 500 rpm. When I go to bios and look at h/w monitor it says 1000rpm and the computer does make some noise which im fine with, but when I leave bios and start up to desktop, the fans slow down a lot even though the temperature is the same as it was in bios. So basically fans dont spin fast enough and cpu temperature rises above 60c and causes my computer to restart. Anyone know how this happens and how to fix it? Thanks
