cpu fan hard to spin

i clean my pc, and when i touch the blades of the spin, it is hardly spining, it is like a rock to spin it, it is not need to spin free when i spin it with my finger?

Yes, it should spin very easily, even if you just lightly blow at it. It's likely to burn out any moment if it didn't already.
