CPU fan having issues starting up

Recently, the CPU fan on my computer ceased to start spinning when powering up the computer. It looks to me that it for some reason is subjected to a lot of friction, because when I turn off the computer, it stops spinning quite abruptly, whereas the case fan on the back slows down for a couple of more seconds before it completely stops.

I am able to make the fan start spinning if I help it out, and if I turn on the computer shortly after shutting it down, the fan will start up on its own.

The fan is attached to a Hyper EVO 12, with which it came along.

Is there something I can do about this, or am I forced to acquire a new fan? I’ve had this CPU cooler for only two years, so it would be a shame if I have to replace its fan already.

Solution
This might sound obvious, but cut power to the PSU and try spinning the fan manually, to see if anything blocking it. Usually it's the fan's power cord. While you're in there, try reseating the power adapter and the fan itself.

If it's just dust, blast it with some compressed air. (Good to do inside a PC monthly anyway.)

If the fan is toast, any 120mm PWM fan should do the trick. You probably want something reliable and quiet though. Try a Corsair 120 series: https://www.amazon.com/Corsair-Air-SP120-High-Performance/dp/B00C249PUI/ref=sr_1_3?ie=UTF8&qid=1467235360&sr=8-3&keywords=Corsair+SP120+pwm
