CPU Fan Is Always Running at 100%

My current system is an xps720. The CPU is a Q6600, however the issue I'm having is the cpu runs constantly at 100%, resulting in noise even while idle. Please help.. :??:
 
Sorry for not responding earlier JackNaylorPC, I've been searching for a picture of my system board to share with you guys to help direct me in what I should be looking for.
 
I installed Ntune and it shows my fan at 13% in auto, but when I go into direct fan control and set the cpu fan to 6%(lowest it allows) the noise while lower then the 13% is still noticeable. :??:
 


With the fan running at 13/6% in Ntune, does whatever other application you used to find the initial fan speed still report 100%?

Was your case previously out in the open, and now in a (more) closed enviroment like under a desk, up against a wall, or even something like placing it on a wooden floor can have an impact on the noise compared to on a carpet.
 
Ntunes so far was the only application that allow me to edit the fan speed, while others were locked with automatic fan control showing 100% so I figure it was at that speed, please forgive me.

My case use to be out in the open on a desk, now it is currently on the floor at the side of my new desk.
