CPU Fan is running loud last 2 days

I build this computer about 2 weeks ago and it was perfectly fine. quiet and ran well. However my psu died on me 2 days ago and i had to replace it with my backup. Ever since i put my backup psu in, my cpu fan is super loud under load. It is still quiet on idle. It was never this loud under load before.

Specs:

i5-7500 w/ stock cooler
8gb ram
1060 6gb
B250m Gaming Pro Mobo
EVGA 500w PSU

temps are fine btw

Can't really do anything about a loud PSU fan. As for the CPU fan, you can set a fan curve in the bios.

Your post confused me. I just don't see how CPU fan speed correlates with swapping out the PSU.

well neither do I and so thats why im posting here. But here is something ive found:

Once my cpu hits about 40c it goes LOUD. even when it goes back down to 35c it is still loud and i have to restart my pc for it to be quiet again
