Question Cpu fan loud when my cpu ist even hot i7 4770. Cmos is also bad. Is this the cause

Here's what happens. Normally my cpu fan just gets loud on startup and gies back to normal. I have one of those oem coolers that pre builds have since my friend gave me his old parts. I tried restarting my computer, dusting it because it was dirty, and letting it cool to see if that was the issue.i know its my cpu because my gpu fan wasnt spinning. All i was running was fe path of radiance on dolphin emu. I found a work around on getting the roms for rare games on emunparadise called tamper monkey which is a chrome extention although decompressing the rom was hell. Tried multiple unzip softwares. Also i think my cmos is bad because the bios screen comes up and says the cmos os bad at the bottom then it restarts a couple of times and boots into windows. The date and time are still right but that might be because of the wifi. Is it my cmos or somthing else

If it's an older one, start by changing CMOS battery.
