CPU fan making weird tikcing noise when computer is shut down.

So when i shut down the computer the fan starts to tick and make noise, i have to start computer again and shut down to stop the noise. It happens often.
I had to put lot of time and effort to go out of the town to the warranty with it, trying to explain to them and showing video but still no luck. Have been to the warranty twice with same problem.
I just want to know is this bad or can i still keep re-shutdowning the computer without harming my PC.

This looks like a motherboard or psu problem,most probably a motherboard problem.
You should try and update bios/uefi and run with stock settings

Thanks for the reply, i will try this out if the PC is going to make any ticking noise, it was hard to find MOBO driver on the internet but i installed program which finds all drivers which have new version out and there was quiet a bit.. 12 drivers, total of 256MB.
