CPU Fan not reaching 100%

Hi guys I need some little help about my CPU FAN

I'm using a Cryorig H7 and an MSI 970 Gaming. I have the Hardware control set up to reach 100% fan usage when it peaks at 65c but the problem is it's using only 80% even though the temps are reaching beyond 65c.

The fan works 100% when you set it to manual or set the minimum power to 100% during 65c but never when when used as a SMART Profile at 100%

The default setting doesn't work as well and it only reaches 73% there.

Go into the bios and calibrate the fan.
I had the same problem with an Asus board.
Calibrating the fan in bios fixed the problem.

I already did, unfortunately the same result occurs. Unless I really amp up the minimum power it won't reach it.
