Question Cpu fan not running properly Help?? over temp error

I installed new motherboard and a 3500 ryzen processor today. After installation my brand new cpu fan which came with my processor doesnt seem to work properly. It frequently starts and stops. My RPM shown in bios is around 20-60. Meanwhile i am getting CPU fan error while booting also my cpu temp keeps increasing every minute on idle. Went till 90C. I already checked and reinstalled fan again still problem persists. Already applied thermal paste too.
Also after installation windows 7 deosnt seems to work i need to switch to crappy windows 10 on my dual boot .
Please help

Off the top of my head, why are you working with Windows 7 on a platform that does not support it? You might also want to share a picture of the system with it's connectors in case you connected the CPU fan to the wrong header.
