[SOLVED] CPU fan not working at full speed

Recently I installed a Cooler Master 212 Evo and all my temperatures decreased but one thing I noticed was the fan speed. According to "Open Hardware Monitor" my CPU cooler reaches 1300 rpm but I saw on the Cooler Master website that the 212 Evo can reach 2000 rpm. Is there any setting I should change?

The RMP will increase as the temps increase, there is no need for the fan to be running full speed at all times.
