CPU fan not working

Hi!

For the last 2-3 months, whenever i start my pc, a message appears saying: "CPU fan error. Press F1 to resume". I didn't give it much thought and always pressed F1 like a zombie.

Until today that i actually looked inside my case through the airflow, and i saw that the CPU fan doesn't move at all. Moreover, both speccy and HWMonitor show that the CPU temperature in idle conditions is 63-70 degrees. Case fan works fine.

I would like to grasp this opportunity to ask this: Should i just replace the fan with another or buy something better, like a cooler perhaps?

I play heavy games and i would like to solve the CPU temp problem permanently, but i am worried that just a new fan won't lower the temperatures that much...

Specs:
Case: Chassis RC-590 Centurion
CPU: Intel Core i7 920, 2.67 GHz (4 cores, 1366 LGA)
MOTHERBOARD: Asus P6T SE (LGA 1366)
RAM: 6GB (3x2GB), Triple-Channel DDR3 (534 MHz)
GPU: NVIDIA GeForce GTX 275, 896MB
POWER SUPPLY: Corsair VX550W

Thanks!!

Solution
IF the fan is not even spinning, a properly working fan will lower the temps greatly. With idle temps in the high 60s you should not even be using the computer until this gets fixed.
