CPU Fan only starting to spin on high temps

I have a Acer Predator G3-605/i5-4460. Whenever my CPU is under heavy load the CPU temperature goes up to about 97 and then the CPU fan kicks in.
My average CPU temp is 60.
I have Smart fan enabled in bios, but shouldn't the fan start spinning before it reaches that high temperatures?

I did try that program, but my CPU still goes up to 97°C and then the Fan turns on. Is there something specific I need to do other than go to the Fan Control tab and change it to Software controlled. Like turn off the Smart Fan option in bios or something?
Before it goes up to like 97°C the Fan speed says "---" does that mean the fan is not on?

Ok I decided to change the fan.
And that worked now my temps are always low.
I had the Acer desktop cooler and it's terrible, I recommend anyone to change it.
I did try only changing the thermal paste but it did nothing so it was the fan.
