CPU fan problem

Hi guys,
I have the following configuration:
Motherboard : ASUS M5A78L-M LX, processor AMD FX 8120 (other components I guess are irrelevant to my question).
Some 4 months ago, my CPU fan stopped working at full speed (it had max RPM 6000, but it worked at max 3000 - acording to SpeedFan). Naturally the computer overheated, throttled down etc.
So I changed the stock fan to an aftermarket one (Alpine Cooling), which according to reviews is quite decent. Problem is, it still spins at maximum half speed and my idle temperature is 40-45 C. I did change the thermal grease when I changed the fan.

Before you want to answer I want to give you the following details:

Old (and new) fan had 4pin connector, which went into the 4 pin connector on the motherboard (MB also has a 3 pin connector next to it, but it's unused).
BIOS - Q-FAN is disabled (and I also tested Turbo and other automatic Q-FAN options with no change).

BIOS - Cool`n`Quiet is disabled, but with the same result as enabled.

I cant increase speed fan with Speed Fan beyond 50% of its speed. I think i've tested all possible options in that program.

Do you have any sugestions ?
 
No - it does not have this option. I can only enable/disable "queen'n'quiet' (i have it disabled) or enable/disable "Q-fan" (i also have it disabled, but I tested all "enabled" values : silent, normal, turbo - with no change). There is no other bios option related to fan.
