CPU fan problem

1) My CPU fan runs with speedfan 4.49 at 100% at 971 RPM ( http://prntscr.com/3274ig )
and at 87% 1815 RPM ( http://prntscr.com/3274ql )
is it possible that you explain to me why is that happening? Moreover whenever I close my pc and re open it the fan's speed go to 100% (971 RPM) which causes overheat to CPU. (If I run a game such as Arma/Cod/Tera/GTA) Overheat to CPU I mean up to 9x C which shuts my pc down.
-Everytime I open my pc I have to open speedfan and lower my fan's % to 87 in order for it to keep my pc's temps normal.

In case nothing you can think of to fix the (1), reply with this (2) at the begining of your post
2) Is there any fan you would propose me to buy in order to replace it with my current one?
- In case you need pictures to see my Pc from the inside in order to know what kind of fan I can put in let me know!

My current fan is the fan I was given when I bought my pc. It's made from the manufactures of intel.

Is this a laptop, by any chance? If so, blow out the air vents with some canned air. 99% of the time, I've found that that fixed the issue.

Also, you say that the fan at 100% causes the overheat - it's almost certainly the reverse of that. It's overheating, so the fan is trying to compensate. If it's not a laptop, we're going to need some more info on the machine itself, but you're certainly having a heat dissipation issue somewhere.

it is well seated, and I don't really think that if it was not well seated that it would affect the RPM (unless the fan hits on the motherboard or anywhere else which would be possible to be heard.)
 


This is a computer, and I recently replaced the thermal paste following a video I found on youtube.
I'd like to know what kind of information you'll need to know about my pc that might help you find a solution to my problem so I can provide them to you.

 


I'm not really experienced on using bios. I once just checked the speed of my Fans and the temperatures the bios showed me. I'm not sure about how to change settings about my fans on the bios.
Do you think you can help me check this out?

My motherboard was replaced like a month ago, with this P55-USB3 Gigabyte mainboard.
I do not have the manual because I did not buy a new one but a used one. About the bios update, I'm not experienced on these kind of stuff either. In case I use a few site's proposals, isn't there a high possibility I might do something wrong and actually make my pc to never boot again?
 


is it 100% sure that it will be posible to put it in my computer? (e.g. what if I don't have space in my tower, how do I check it? I understand this question is dumb but sorry I really am unexperienced on changing stuff on my computer)

my Motherboard is intel LGA 1156 are you sure I can use this fan?
 
Yes, it is made to be compatible with your board. There are youtube videos on how to put it on, it'll take you 20 minutes.

If you have a normal sized tower, it'll fit no problem. If you have a small case, there are other options.
