[SOLVED] CPU fan pulling in or pushing out?

I wanted a quick answer on this question and I have not gotten a sure answer from where I've researched. If I didn't have a back exhaust right behind the cpu cooler, would I take the cpu fan on the cooler (One only btw) pulling air from the front (There are fans there pulling in already) or should I be reasonable and put it on the back of the heatsink pushing out.

Pushing air through the cooler, you should buy a case fan for the back of the case anyhow.
