CPU Fan Randomly Speeding up all of a sudden?

Hello, I recently discovered an issue with a fan in my computer, I'm using the default fans, regular case fans and stock Intel fan (haven't upgraded any sadly).
So the problem started when I heard an odd noise from my PC so I powered it off and opened it up to see the issue. In the process of opening it I unplugged a fan. I plugged everything back in and got it back to normal (or atleast I thought) and booted it back up.
And the problem started when I booted it up and noticed one of the fans kept speeding up randomly.

I was wondering if there was any fix for this or if it's even a problem? The computer is less than a year old.

EDIT: It is my CPU fan, but I still do not know why it does this.
 


I have now found out that it is my CPU fan, but why is it doing this?
Thank you for the reply, but I notice it most on startup and it comes and goes at completely random intervals. And I haven't even been stressing my processor at all when this happens. I could be simply looking at my desktop and it will whirr up. And this is noticably louder than what it used to be. What can I do to fix this?
 


I installed Intel XTU and the package temperature as I'm writing this is 32 C.
 


I checked the bios and on startup the RPM of the CPU fan was around 1300. But I will definitely let it run to check things out.
