CPU Fan returns to same position

My Cpu Fan is some sort of coolmaster and has a fan on each side. The primary fan works fine, but the secondary spins about 2 inches and then always spins back to where it was.if I spin it manually it will spin backwards as far as I spun it always returning to the same spot. Help please?

If you have it connected right than fan is not good. Gonna have to change it.
