CPU Fan RPM is Inverted Please Help!

Hi, so I just built my first PC and everything seems to work fine, but the CPU fan has inverted RPM, so when the fan stops spinning is at about 3000RPM and when its at max speed it shows about 100RPM.(Using MSI Command center and bios)

This makes the fan spine super slow when the CPU is maxed out and at full speed at idle. I think its something about the fan having inverted PWM, but I have no idea how to solve this so any advice would be helpful.

Ryzen 2700x (Stock Cooler)
16GB Ram
GTX 1060
EVGE Supernova G3
Samsung EVO 512GB
Fractal Design Meshify

I am not 100% sure but might you have a connector somehow connected upside down or slid over by a pin somehow?

I also thought of that, but it seems that the cpu_fan connector can only be inserted one way. So I dont think thats the problem.
