CPU Fan running at 4500 RPM 24/7

Okay I recently bought a pre-build IBuyPower pc, Wa550b model. the cpu fan has always ran at 4500+ RPM @ 100% no matter what. and the temperature is not hot at all.
Can anyone help me adjust my fan settings via BIOS or maybe a program?

My system is:
mobo: 760GMA-P34 (FX)
cpu: amd fx 4300
gpu: evga gtx 750 ti
psu: evga 500w

That % number is the minimum speed the fan will run at when not needed. I usually set mine at the lowest available. I hate a loud fan. Don't worry, It will ramp up as temps increase.
You'll have to enter BIOS and go to the H/W Monitor section. There you'll find settings to control the speed of the CPU fan. It is probably set to run at full speed. Change it to "Auto" mode. That should allow the BIOS to run the fan slower until needed based on the CPU temp. Save and exit BIOS.
 
Okay thanks. Although my settings are different and I could only choose fan speed as minimum 37.5% and i chose 100% system fan control so idk the best settings for these settings but there was no 'Auto' option.

Thank you clutchc. The fan is alot quiter now and running lower rpm. It's been 4500+rpm for the last couple months and sounded like a car in the background to other people 😛
