CPU fan running at either 100% or 0%

Recently I've been having problems with my CPU's fan and I've been using stress tests to check temperatures etc. when card is under load, and while under stress, the fan seems to turn on at random intervals at what sounds like 100% power (it won't show up in any hardware monitors, but never has), but then turn completely off for an indefinite amount of time.

UPDATE: It seems that in HWmonitor, my CPU fan is showing up but not under my CPU. It's showing up instead under Foxxconn 2ADA
(motherboard) as FANIN1 (GPU fan is FANIN0, some other fan is FANIN2). Also, sometimes when restarting my computer gives me an error (511 -- CPU fan not detected) and if I get that error, the fan won't show up in HWmonitor

build:
HP p6-2418a
BIOS: 8.15
Windows 8.1 64-bit
Intel i-7 3770 CPU @ 3.40 GHz
8192MB RAM
Nvidia GT640

Solution

Thanks for the reply, but I've plugged the cpu fan in where it's labelled CPU FAN

Please check to see that you've plugged the CPU fan into the right fan header on the motherboard. Chances are you've plugged it into the system fan header.

Solution

GO to the CPU Fan speed within the bios and disable it. This will make the fan run at it's maximum speed 24/7. Thus, ensuring it doesn't stop spinning.
