CPU Fan Running Fast For No Reason

Hey, I'm running the rig below and my CPU fan is running insanely fast, and is way to loud when the PC is just idling.

CPU: AMD FX-8350
CPU Cooling: CoolerMaster Hyper 212 EVO
GPU: GTX 960
RAM: 16 GB DDR3
Hardrive: Toshiba dt01aca200
Case Fans (3): Kingwin CFR-012LB
Motherboard: Gigabyte 970A-DS3P


The CPU fan I have is pretty high rated, and it keeps the system extremely cool, idling around 10°C, but the fan is running at 2000RPM. The other fans are basically dead silent.

I'm not sure if it's loud because the processor is just known to run hot (Though at idle it's extremely cool), or if there's a setting somewhere I have configured one way or another.

If it helps, the CPU fans always seem to be running somewhere around 2000RPM, no matter what I'm doing. The temperature of course goes up if I'm playing a game, but never gets overheated because of how fast the fans run 24/7.
