CPU fan running low or max speed

Hello. I upgraded my heatsink to Cooler Master Hyper 212x and noticed, that the fan is spinning at max speed ~1500rpm. If I change fan control to manual in bios, fan spins at low speed ~700rpm

I don't think temperature is issue here, because I ran prime95 for an hour and got max temp ~60°C at fans lowest speed.

Motherboard is taken from hp 3010 desktop and has Q9550 CPU.

Here is picture from BIOS. I don't know what values I should put there.

I set mine well under 75 to test it and it did not automatically change the temps... I jsut turned off auto throttling, until I can figure out whats going on. at max fan speed it will not burn out...

My mess with this is I have an old CPU old Processor and if I replace both I will have to buy a new copy of windows...
What if the temperature gets over 70°C somehow and the fan still spins only 700rpm? Thats why Im worried about it. Would be nice to get the fan control work like it should.
 
I have this same problem, but it has let mine go over 77 I shut the machine down... I think I got out lucky, though it was on prime 95 when that happened... the fan however NEVER turned up to max...

I have an ASUS SAbretooth Z77 and the Cooler Master Hyper 212x has one speed, that is whatever you set at... right now I have mine at max, but my worry is that I will burn out the fan...

my machine may have always been this way, I only noticed it because I installed the Thermal Radar which sends out a warning if it reaches high temps... however I believe in the past I have heard the fan throttling unless it was the GPU.... obviously before there was not warnings from Thermal radar...
