CPU Fan scraping on heatsink

Greetings. This afternoon I had my PC open for some cleaning but after i cleaned it and put it back in place, i noticed some metal noises. I thought it would go away, but 30 minutes later it was worrying. I went to shut down my PC and took out my CPU cooler. I saw black scratchmarks on the heatsink, just below the fan blades. This point it's confirmed that that is the problem. It was not other fan / heatsinks. My PC (my first build) was built around 2 months or 3 months ago and it was a budget build, so I did not get another cpu cooler, I just used the Intel stock cooler. Is there a way for me to fix this problem or do I need to buy a new CPU cooler? Please help on this situation!
 
The stock cooler doesn't exactly have serviceable worthy parts by end user. In fact the stock heatsinks found with some of the processor in different regions have shown to be with concerning quality. I'd say that it's a good opportunity to buy an aftermarket heatsink.

Might I ask if you can post a picture of the issue? On another note, can you pass on your full system's specs?
