cpu fan socket not working

I bought a gigabyte ga-78lmt-usb3 rev 5.0 and amd fx 6300. When I plug CPU and cpu fan into place, then power it up the CPU fan doesn't spin. I plugged it into the case fan socket and it worked, I also tried another fan in the CPU fan socket and no luck. So I deduced that is is most likely the CPU fan socket which looks fine or the CPU is not being detected. This is brand new mobo, what could be the problem?

But the system fan works.

The CPU fan header is not receiving power from the control circuitry on the MB. Even a simple fan header has far more circuitry associated with it that you might imagine. Your system fan won't keep your CPU cool. Your MB is DOA. Replace it. If you have a better solution please let us all in on it.
