CPU Fan speed high enough

I have an AMD A8-7600 quad core CPU and i was wondering if a cpu fan that runs between 1600- 2000 rpm is good enough to keep it cool while playing games like warframe, the fan/heatsink i got is this one http://www.newegg.com/Product/Product.aspx?Item=9SIA6J32ED6592&nm_mc=TEMC-RMA-Approvel&cm_mmc=TEMC-RMA-Approvel-_-Content-_-text-_-

If your cpu temp stays around 94% of its max when pushed, then your cooling system is doing its job. You can increase cooling capacity by a combination of: increasing RPM, bigger fan, bigger heatsink (heat radiating capacity)
