CPU fan speed not changing

I notice something strange with my laptop lately. I though I manage to fix the issue I had where my laptop would just shut down even though CPU, Mobo and GPU temperature is below 70 but my laptop still shut its self down while playing games or working in max. The CPU fan runs at constant speed all the time and doesn't change base on the temperature like it used to. It used to be so loud while playing and laptop doesn't shut down even if I use it for hours. But now I don't hear the fan speed that fast nor can feel a change on the air that comes out from the vent. I use application to monitor my CPU temperature but none of the apps can detect my fan and it's current speed. I also set the cooling system to active under power management but the fan speed stays the same. I just cleaned my laptop like I use to every couple of months or when the vent is clogged by dust and this is the only time that I encounter this problem with my laptop. Anyone can suggest a possible fix for this and what my cause it before I open the whole thing again?

When you "cleaned it out", did you blow compressed air into the fan? Did you hear it spin up to speed from said compressed air?

If so, then you've probably destroyed the bearings in your fan. When a fan spins at high RPM, it needs to be doing so under its own power. If you spin it through any means other than its motor, then you risk destroying the bearings.

I replace the fan with the spare one and it works fine now. I probably damaged it while cleaning since the laptop gave me problem ever since I cleaned it. Now I have to set the GPU to low power to prevent the laptop from shutting down when playing or working with photopshop or unity. Result is low FPS and slow response.
