CPU fan speed too high and loud

So recently I've upgraded my pc a little bit by changing the case, power supply and the hard drive.
Everything seems to be working perfectly apart from the CPU fan.

It is very loud, I tried chaning it's speed in bios but just can't find fan control option. I also tried using speedfan but It doesn't show me any of my fans.

Have I assembled some of the parts together incorrectly? I looked at the CPU fan speed in HWMonitor and its min and max value is 33280 RPM. Any help would be appreciated.

What is the CPU temp according to HWmonitor? If your in the 30s or lower at idle, at least you know its not your cpu overheating and demanding more cooling from the fan.

Otherwise I think you connected the fan incorrectly. What wires coming out of the CPU fan are connected to what? You should have just the 3 or 4 pin connector from the fan connected to the cpu fan header on the motherboard and nothing else. No other wires going anywhere from that fan.

I suspect you are either using a fan with just 2 pins on it OR you conncected the fan to the power supply as well as the motherboard. Only connect it to the motherboard.

I looked at the temperatures in HWmonitor and they're fine. All cores around 30/35 C.

I opened up the case and had another look at my motherboard and everything seemes to be connected correctly.
My CPU fan has a 4 pin connector.
Can you explain to me what you mean by connecting the fan to power supply? There isn't any other cables coming out of it.
I don't think my fan or the connection is damaged otherwise it wouldn't even turn on and It worked correctly before :)
