CPU Fan Speed

I've been doing some maintenance on a friends computer, running a P4 2.4 on an Asus P4G8X, and I'm having trouble with the processor fan speed. I can't get it to increase above 2400 RPM. Shouldn't this be running around 6000 RPM? There isn't any sort of throttle in the BIOS I can find, but I was wondering if having it connected to the wrong 3 pin connector on the motherboard would be problem, by supplying inadequate power. Kinda like plugging case fans into the "FAN ONLY" molex connectors. They never get up to speed so never move any air. Lots of his games randomly freeze up for 10-15 seconds when heat gets too high, and I was able to solve most of this by rewiring his case fans, but I'd like to increase the CPU fan speed for peace of mind. Any tips/ways I can do this? Also, for reference, it is the standard Intel CPU Fan/heatsink that came with the processor.

Tech Support: "Hello, tech support, may I help you?"
Customer: (in a thick Russian accent) "Yes. Monitor is working fine but has sparks and smoke flying out back. Is ok?"
 
What HSF? What are the rest of the system stats? PSU?

Uhhh - I know what a HSF is and I asked so I could check rated speeds for his HSF - he didn't state he was suing the stock Intel HSF.

I asked about the PSU to see if he had a generic crapper and needed to log/check voltages. He hardly gave any info and I was asking for more. :/

Ok, a few things. I hardly gave info because my question was just if there was a way to increase the RPM. So either Asus BIOS has a provision for it, perhaps in a newer version, or somebody knew of a strait up software program that could do it through Windows. Secondly, if you still want info, the power supply is an Antec 430. Stock Intel heatsink and fan. Now, moving on. Somebody said you can't monitor fan RPM's? Sure you can, the BIOS Asus uses lets you monotor everything except the case fans. PSU, HSF, everything, all monitored. I just wanted to know if I could increase the RPM's on a stock fan without buying a Thermaltake fan or something else.
