After a factory restore last year at random times I hear the fan for the CPU speed up (full speed) for 1-2 seconds then return to normal. The BIOS was never updated and the only thing that seemed to cause this is the factory restore.

Solution
could be when you did a factory restore you killed some drivers.
check the device manger.
but i would think if its the fan speeding up and then slowing down at boot time, before windows starts thats its not a windows issue but rather a bios or other hardware related issue.
if its doing it while windows is running then check the power settings from control panel.

I never touched any program or mode in the BIOS. My processor is Intel and I don't believe there is any program for intel processors.
