In the BIOS, you should find a setting in the Power section regarding fan speeds. Set it to quite or something similar.
You might even be able to set fan profiles so they only spin faster at set CPU temps.
Chuck the IDE DVD and get a SATA DVD drive. Do you actually need a DVD drive anyway ?
Question 1:
- There is nothing wrong with a fan spinning up that fast, though it may wear it out quicker.
- You may want to check your CPU temperatures though, just in case.

- Assuming your motherboard has a female 44-pin connector, this should fix your problem;
