Question CPU fan spins vigorously during startup and no display.

Hello. My pc has recently run into a problem. The Cpu fan spins very fast during startup and after 3 seconds it stops. There is no display in monitor.
I tested my pc with a working PSU but still the problem is same i also tried to switch rams and changed RAM slots I tried to remove the GPU and still the problem exists. Cant figure it out.

Specs:
Corsair 700w PSU
RX 580 8gb saphire nitro
I5- 3470
