Hello, I just bought new pc components. I plugged everything in and clicked power button. CPU fast spins for a second, then stops but everything is working fine, system boots and I can do everything on a pc. Any suggestions? Oh and I get some weird message when I boot pc, I will post picture of this when I get a chance.

Okey so I found out the problem. Apparently the 4-pin cpu fan and cpu opt are not working properly, I plug fan into a 4-pin system fan and it works just fine. Does it makes a difference if its on cpu fan or system fan?
Sometimes, the motherboard detecting that the cpu fan is running at a minimum rpm is a way to detect a cooler is installed so booting can proceed.
Since yours work, I think you are good.
Welcome to the forums, newcomer!

We're going to need a little more information from your end. When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:

Please include the age of the PSU, apart from it's make and model.

Is your system an upgrade or is it a new build from the ground up? If an upgrade where you replaced the motherboard to a latter gen, then you're going to need to reinstall your OS.

Welcome to the forums!
EDIT: Lutfij already asked for system specs so it's redundant.

Which header have you connected the CPU fan to? Does it say CPU-FAN or something like that?

Is everything new and you're going to install new OS or you're trying to get an older OS install work with new hardware?

CPU: Ryzen 5 5600X
Motherboard: Gigabyte B450 Aorus pro
Ram: Patriot Viper 2x8gb DDR4
SSD/HDD: its some western digital one I dont really remember its quite old
GPU: MSI GTX 1050Ti
PSU: SilentiumPC Vero L2 600W its from 2017 or 2018
Chassis: Sharkoon DG 7000 G
OS: Win10
Monitor:Acer Nitro VG240Ybmiix

I replaced motherboard, CPU and ram. Everything else is the same I had.

Yea I plugged it into CPU fan. I wanted everything to stay the same as it was I mean OS and stuff, but I will change something if its needed.

After installation of new hardware especially a motherboard and CPU a new clean installation of Windows is recommended, or rather required.

Have you firmly connected all the cables from PSU to the motherboard 24-pin and 4+4-pin to CPU? Tried reseating RAM and also checking all power connections?

Is the CPU cooler properly installed?

Not sure about the quality of that PSU and it's almost 5 years old. Is this here your PSU? Not a good quality I would guess as it has a 3-year warranty period. Good PSUs have at least 7 years and up.

Can you try powering on the system with another known good working PSU?

Also I would try with minimal hardware. PSU, mobo, CPU, CPU cooler, one stick of RAM and the GPU.

It is normal for a cpu cooler fan to initially start up at max rpm and then settle down to a lower number once the motherboard detects that the cpu is being cooled adequately.
But, if the fan stops entirely, that is a different issue.
Look in your bios for fan profile settings.
