CPU fan starts up for 2-3 seconds then turns off

I've just put together a new build and when I plug in the 8 pin connector the fan starts spinning for 2-3 seconds then cuts off then restarts constantly.

My build is:

I7 4770 processor
Asus Z87 Pro motherboard
4GB Hynix (1x4GB) DDR3 1600MHz Memory Module
Templaius 750w CPU

I have removed the Graphics card and hard drive for testing purposes


The strange thing is when the 8-pin connector isn't plugged in the CPU fan seems to spin just fine i am certain it isn't the PSU because I took the PSU from the computer i am on now and it worked fine before. I'm fairly certain it isn't the CPU or the CPU fan because there were no broken pins in the CPU. I made sure the fans wire wasn't interrupting the CPU fan

I have a feeling it might be the motherboard but would the fan even work at all if the motherboard was faulty.

I've reset the CMOS and the battery but i'm not sure what else to do any ideas?

I just tried with a different power supply and RAM and still no success so I've narrowed the problem down to the motherboard or the CPU i don't have another motherboard or CPU to test with so I i'm just going to buy a new motherboard. I'm still going to fiddle round with this motherboard to see if i can get it to work
