MSI Z97 Gaming 7 Mobo

DRAM Corsair Vengance 16gb (2x8gb) RAM @ 1333 MHz
Samsung SSD 850 EVO 250gb x 2 running in RAID
After not using my PC for 1.5 months I boot up and start watching a youtube video, it then freezes with small horizontal lines all over the dual monitors and makes a whuurrring sound. I hold down the power button.
I check inside the machine but it is all clean, I give it a spray with air and clean out what little dust there is anyway.
Power up and the CPU fan spins for a second but then stops. Nothing on the monitors.
Switched the RAM from DIMM2&4 to 1&3 and the PC will power up (CPU fan working fine) until it gets to a Reboot and select proper boot device or Insert boot media screen.
I can access the BIOS before this screen, I tried resetting to default, and tried changing to UEFI boot instead of UEFI/Legacy boot, but doing this gets me stuck in the EFI Shell. The temps shown in the MSI BIOS screen are fine.
Any ideas please? I don't have a CD drive, or the original Windows disk. I would be happy if I can get the data from my SSDs and then reinstall Windows, but not sure how to get the data. Thanks.
