CPU Fan Stuttering New PC Build

Ryzen 1300X Build with stock cooler on a B350M-E Board
New PC Build
The CPU fan isnt running properly at all starts and stops like stuttering to 20rpm and back to 0 fluxuating speeds POST says its CPU Fan Error, Reset CMOS etc checked another fam slot same deal. Fan shot? Anyway to fix?

It could be a cable issue, or similar. I'd replace it with an aftermarket one.

Id go aftermarket too.These are a few options that will fit into most cases big or small.Id recommend going with Cooler Master as I've had good experiences with them before.
