CPU fan suddenly 3000RPM

Hi,

My CPU fan suddenly became too fast. I checked the BIOS settings, re-applied thermal paste. But only does it, hen the VGA is connected to the PC. The CPU and rear fan goes at max speed. If I detach it, it works normal. What's the problem with it?
 
Seems like some "haunted hardware" stuff like fraps working on vulkan api for no apparent reason. You probably just have to deal with it and buy a dvi cable. If your monitor doesnt accept one, you would probably need to buy a dvi to vga adaptor aswell in order to put it to your monitor
 
Sorry, but by VGA I meant video card. So when the video card is connected to the power supply, it goes wrong. If I plug it off and gets no electricity, it works well.
