cpu fan temparture and speed

my cpu temperature is 46 - 56 C and fan is 3600 rpm is it normal

That's fine.

When the temperatures start hitting the mid 80's you should start to worry.

Your fan speed is also fine.

what if temperature raise to mid 70's and fan speed to 4000

That's still okay providing it's under load.

It's warm but not concerningly warm.
