Update your post to include full system hardware specs and OS.

And please clarify: When memory (RAM) is installed the CPU fan is noisy. And when you remove memory (RAM) the CPU fan quiets - is that correct?

Are you removing all of the memory (RAM) modules or just some of them to quiet the CPU fan?

Without memory (RAM) the computer will not work.

What PSU is installed: make, model, wattage, age, condition? Is the system being overclocked?

The think is, when i turn on pc, fan is soo loud i must turn off. When i remove ram, fan i more quiet. I know pc cant work without ram, but when i turn on, this is what happens.

Before going further do take a closer look and listen to ensure that the noise source is indeed the CPU fan.

Current thoughts:

1) Maybe there is some slight contact between fan and RAM causing vibration, resonance, and thus more noise. Use a bright flashlight to look for any such contacts.

2) Test CPU fan with and without overclocking.
