CPU fan wasn't spinning, now won't post

I recently bought new components for my PC, CPU (G3258), Mobo (ASUS Z97I-PLUS) and PSU (Coolermaster V650), and since 4 days ago have been running fine, however today my pc turned off unexpectedly, and when I turned it back on, I found that the CPU fan, (Noctua l9i) was not spinning, So I quickly switched the PC off at the PSU,

I took the fan out, and plugged it into the sys fan slot of another computer and found it to be fully functioning, re-seated it in the heat-sink of my build switched the PSU on and hit the power button on my case, psu made a click which it has done since day 1, however I haven't thought much of it until now. and nothing, no fans, no heat, no usb lights, no post, nothing.

Anyone have any ideas on what may have caused the issue?
 




Tried a different working psu, no dice, breadborded, nope, nothing spins including PSU fan, possibly mobo or cpu?
