CPU Fan won't start after failed System Restore

I built this machine about 6 months ago, and it was working fine until a recent issue with a .sys file led me to run a System Restore. The SR failed--I wish I'd written down the error message but didn't--and I had a standard Windows error dialog on the screen. The computer was frozen. I left it alone for a while, but it was clear from the lack of business inside that nothing was happening. So I killed the power.

Now when I power on, 1 of two things happens: either the chassis lights come on for a while, all but the CPU fans working and then it shuts down; or the chassis lights flash and it shuts down immediately.

I'm guessing this is because the CPU fan isn't working, but am no wiz when it comes to this stuff. I hit the Clear CMOS button for 15 seconds, but that didn't seem to have any effect.

Does anyone have any suggestions as to what I should try next?
