CPU fan wont start / System won't post

So I got my new stuff - i5 3570k , BitFenix Shinobi case.

When I took out my old i3 , I did knock a CPU pin , I reinstalled it to see if it POST'd and worked , it worked fine. Today , I put my i5 in and the CPU fan won't even work. The power supply and additional fan's all start up and spin , the CPU fan moves a tiny bit (not in a fast motion) and then stops. If you dont turn off the PSU's I/O switch , it will turn on , pause , stop. It loop's around and around.

The first time I turned it on , it made the POST beep about 3 times like it glitched. Now , it just loops and loops. I bent the pin's back (there was also BLOODY DUST ON 3 PINS) , I cleared the dust off very very carefully and bent the pin back carefully so it looks new. I tried to turn it on again , it looped. Tried to turn it on outside of the case , it looped. I haven't got a graphics card at the moment , my PSU isnt Bronze certified.

I'm not sure if my PSU has killed everything , I killed the CPU pins , I killed the MOBO some how whilst transferring it or the CPU came dead on arrival?
 
If the system still posts with your 'old' cpu,
(sandy bridge?)
I would guess that your board is also 'old',
and will need a bios update to run the ivybridge quad.
Always try to stay on the same generation when upgrading cpu's, as the small efficacy gain with a newer one isnt worth the headache.
