cpu fan wont start

So i just put in a psu in my pc and it starts but cpu fan wont spin. I tried getting into bios but i cant as soon as bios shows up pc restarts. While the old psu wasvin my pc , the pc randomly shut down once,or twice before working just fine. Its probably a motherboard issue but i just wanted to check.
Motherboard : MSI H61M-P22 (B3)
PSU : Power Line VP- 530w and before this one it was Trust 520w i think.

Try testing the CPU fan by connecting it with an adapter to a PSU molex connector: https://www.youtube.com/watch?v=5FWXgQSokF4

The cpu fan is working when i take out my gpu and connect it to my integrated one but i still cant get into bios.. it seems my mobo has some problems

Try testing the board out if the case, for ruling out a short. See if still the same.
