CPu fan wont turn on, Is plugged in correctly , during post cpu fan error comes up, and cant acces uefi

i don't know if this is a simple solution or what but my cpu fan wont turn on right when my pc does post. Every other fan works correctly and the cpu fan ends up working after I tap it and spin the fan multiple times. and when I boot the pc up it says cpu fan error go to setup. And my keyboard (razer cynosa pro) wont turn on in time and when ever I get it to work and press either del, f2, f9 , and f12 it takes me to that self fix thing windows does. The only button that does anything is f8 and it takes me to a menu that looks similar to bios but only has the option to choose from a boot device. What do I do?

my mother board is asus M4A78LT-M LE

and my cpu cooler is an artic cooling freezer 13

oh yeah I have an unlicensed windows 10 and when I go to advanced start up there isn't an uefi option
 
Solution
If you have to tap or spin the fan then either the bearings are bad or you have the RPM/power % set so low in the BIOS that the fan can't start. You could clear the CMOS to ensure you don't have a bad fan setting. If that doesn't work then you need a new fan.
