CPU Fans always on high

I bought my PC about 3 months ago and I installed an NZXT Kraken X61 CPU liquid cooler and replaced the fans with White Corsair SP 140mm fans. Ever since, they have been running full speed and it has been really loud. According to NZXT CAM, my CPU is at 33C at 3% load and the fan rpm is 1320. Is this normal speed for these fans and if so, how can I make them even lower?

My motherboard has two of them, so I tried both and it still makes the fans run at 100%.

You may have to adjust the CPU fan settings in the bios. Default, they typically use 100% all the time and take adjusting. Say 40C run them at 40%, 60C run at 75%... etc.

Also, are you using a fan splitter? And the fans you are using are 4 pin PWM fans correct?

The cooler comes with a splitter correct and the fans I am using are 3 pin I think. I'll go to the BIOS and check if it has it at 100%.

Well, if the fans are 3 pin, it means they are not PWM because they do not have the PWM signal pin. This means it runs at 100% and is controlled purely by voltage and cannot be changed on the fly. Are you sure they are 3 pin? I thought all of corsairs SP fans were 4 pin PWM fans. Can you give a link to the fans you purchased?

I'm not 100% if the fans are 3 pin but here are where I got the fans from http://www.scan.co.uk/products/140mm-corsair-air-series-sp140-white-led-high-static-pressure-fan-dual-pack

Those apparently do not have PWM (bummer) so you need to use a fan controller. Depending on the motherboard, you should be able to reduce the voltage of the pin simply by changing those settings I told you about in the bios. The last fans were probably PWM based.

I have an MSI Krait Edition motherboard and when I went to the bios to lower the rpm, it wouldnt change, I would make the settings low, but it still wouldnt change.
