[SOLVED] CPU Fans Loud After Reinstalling CPU Cooler

I had to remove and reinstall my CPU Cooler yesterday in order to put in my RAM (small case) and now it seems that my CPU fans are going louder than ever. Does anyone have any idea how I can fix it?

That explains the usage, and it seems fine then. If the temps reported were also during gameplay that's quite cool really. The next thing I'd look into is fan profile in either the BIOS or any third party utility you may have installed.
1. Is the heatsink properly and firmly seated? Check that it doesn't move around if you push on it.

2. If the thermal grease wasn't re-applied during the reinstallation consider doing so.

3. Are the surfaces of the fan(s) and heatsink clean and dust-free?
 
It should be firmly seated and properly applied. The screws tightened down perfectly and I didn't know any issues.

I reapplied thermal paste.
They are dust free as I cleaned them before putting them in.
 
That's a rather high amount of CPU usage. What was running at the time? Check those after a restart, leaving the PC to settle and not loading any additional programs. If CPU is abnormally high at what should be idle and remains high, that points to some process running amok in the background.

Then I'd check in task manager to see what processes are hogging the CPU cores, and run malware scans.

Solution
Took things apart again, and listened more closely, and I realized that it's my GPU, which I haven't touched whatsoever, being so loud.
