Question CPU fans not spinning and no display

The pc fans are spinning but my gpu and cpu fans aren't spinning and there is no display. On the mobo itself, the LED indicators seem to be functioning as normal, they each light up once only. This has happened before and i thought it was a problem with my CPU so I got it replaced only last week and it has been working for a few days but now it has happened again. Any assistance will be greatly appreciated
