cpu fans problem

hello guys , i recently build new pc except the SSD and HDD

anyways , when i turn on my pc the cooler fans turns very fast and loud for couple of seconds then they go normal !! and while that happening the case fans start turning very slow until the cpu fans go normal .

another thing , i have RGB ram when i put the password on login screen they turn off the lights or somtines only one



please if anyone knows how to solve this misery i would be appreciated


heres my pc parts


my pc part the following :-
cpu / i7 8700k
cpu air cooler / coolermaster D90
gpu / 1080ti aorus extreme 11g
mobo / z390 aorus pro wifi
ram / t force night hawk 16 gb
psu / seasonic 1000 w
ssd / 120 gb
hdd / 6tb
case / cooler master h500p

Solution
as long as temps are ok, dont worry, just bios/board controlling revs based on cpu temp,
but they usually start at full speed and then throttle down.

leds should be controlled from software, otherwise check and maybe reseat ram.

FIRST OF ALL THANX FOR GIVING ME SOME OF UR TIME
SECONDLY , BUT THE SAME COOLER WAS ON I7 2700K VERY QUITE , THERE WAS NO SOUND FOR THE FANS .

ANWAY ONE OF MY FRIENDS SAID THE SAME THING THAT U SAID , IT LOOKS LIKE THE NEW BIOS WORKS LIKE THAT
