CPU fans run at full speed and PC wont boot

Hello. I wil try to explain my problem the best i can since english is not my native language:

Today I was working on my PC normaly, then i decided to watch a youtube video while taking a break from work. Well, suddenly the CPU fans started to go faster and faster, louder and louder. I freak out because I have never experience such thing, so i turned off the PC normaly (start button, turn off) The PC turned off normaly so i turned it on again and now it wont boot (no monitor signal) and the CPU fans are still at full speed when I turn the PC on.

-My specs are:
-Intel i7 4770k
-Corsair liquid cooler H100i v2
-Mobo Asus Z97-A usb 3.1
-16gb RAM adata XPG 2400 (2 sticks 8gb each)
-GPU Asus strix GTX 1070
-PSU EVGA Nex 750
-3tb hard disk drive
-Some liteon bluray burner
-4 extra fans on PC case

I have tried swapping ram sticks, tried 1 stick, tried the other stick and on diferrent slots, I have tried disconnecting and reconnecting everything, tried removing only gpu, removing every single part individualy, removed battery, cleared cmos, check connections and cables, even removed the liquid cooling and installed a stock fan... NOPE, nothing works. I'm out of ideas :'(

Notes:
-my pc doest beep when turned on (never did)
-leds on mobo for cpu, ram, and videocard lights on for a second then go off (in that order) while boot device led remains always on but it lights up last
-no signs of damage on mobo or any component, no burn smell

But..nope. Still no boot, pc stays the same: no monitor signal and cpu fan at full speed, mobo leds light up as previously described.
 


Well looks like it's time for a new motherboard or a complete new build.

Z97 Boards are VERY hard to find now new.
