CPU fans stuck on min speed, irrespective of temps

I am having a bit of a CPU fan nightmare.

First the Zalman CPU fan on my dad's P5n32E-SLI & Core2Quad hand-me-down rig refused to operate at less than 100%, then it died completely when I added a Fan Mate 2 rheostat. I had to replace it with a retail purchase and the only one near me was a Maplin selling the Akasa AK-955.
I installed this without problem ensuring the feet were firmly embedded, new themal paste was applied and the 4-pin CPU fan power connector firmly attached to the motherboard's CPU fan connection. According to Akasa, "The fan uses INTEL approved power management (PWM) with auto fan operation" and it operates from 1000 to 3000 RPM.

The problem is that this fan only moved between 370 and 420 RPM even as the CPU temps hit 80c. I tried Duty Cycle at 100% and Q-Fan in the bios but with no impact on speed. Thinking this was a defective fan I returned it only to find that the replacement fares only marginally better running between 457 and 470RPM while the CPU temps hit 72c. I have tried clearing the CMOS but this has no impact.

Does anyone have any ideas?

Update: I know the fan works properly as I have connected it to a chassis fan power connector and it runs at 3000RPM. I would like to make it CPU temp dependent though...
