Question CPU fans wont spin

Hello i had couple critical crashes with my PC in the last few month and was able to find the issue. A faulty ram stick...
Anyway it was necessary to unplug the outer CPU fan, which was attached on the CPU cooling tower to reach the ram and slots. After that i plugged the fan back to its original place, but now it wont start spinning...
The CPU has another fan between/inside the tower sink, which also wont spin despite not even touched at all.
The whole spec is pretty new, bought it 5 month ago.
What should i do? What info can i give to solve this problem?

Try plugging them into a different port and changing the speed in bios.

Will i be able to reach other ports without taking it off the MB?

Ok found a port that wasnt covered by the heat sink. The outer fan spins, but not the main fan inside the CPU tower

Dont both connect together via a splitter.
